Since his return to the White House, Trump has utilized his executive powers to address perceived grievances against law firms linked to past investigations. This recent measure is part of his broader initiative to combat what he describes as the “weaponization of government” aimed at him.

The latest order specifically targets Jenner & Block, a Chicago-based firm linked to Andrew Weissmann, who played a pivotal role in the investigation led by former special counsel Robert Mueller regarding Russian interference in the 2016 election.

Details of the Order

During a meeting on March 25, 2025, Trump signed the order which strips certain security clearances from the lawyers at Jenner & Block and limits their access to government buildings. Instead of providing evidence for his claims, the White House fact sheet described Weissmann as having a “career rooted in weaponized government and abuse of power.”

Weissmann’s prior involvement with Mueller’s team culminated in the 2019 report, after which he returned to Jenner & Block before leaving in 2021.

The executive order also accused Jenner & Block of engaging in “lawfare,” a term used to describe legal conflicts pursued through litigation for strategic purposes rather than just or fair outcomes. The order and Trump’s approach have drawn significant backlash from legal experts who assert that these moves represent an attempt to suppress dissenting voices. The American Civil Liberties Union (ACLU) has voiced strong opposition, characterizing this action as a threat to free society.

“Not long ago, no American would have entertained the notion that a U.S. president would issue fiats, left and right, to quell disfavored viewpoints — this is despotic, unpresidential behavior,” stated Cecillia Wang, National Legal Director at the ACLU.

Just recently, a federal judge intervened to block the Trump administration from enforcing similar provisions against the law firm Perkins Coie over its past involvement with Hillary Clinton’s 2016 campaign. Furthermore, it was revealed that another targeted firm, Paul, Weiss, Rifkind, Wharton & Garrison, entered into discussions with the Trump administration to realign its policies.
